Hawaii has no separate state minimum salary schedule because the whole state is one school district, the Hawaii State Department of Education (HIDOE). Teacher pay is set by the collective bargaining agreement between the Hawaii State Teachers Association (HSTA) and the Board of Education, and the HSTA 10-month salary schedule (Exhibit E, effective the first work day of 2026-27, after a 3.5% across-the-board raise) acts as the statewide schedule. The figure shown is Class II (bachelor's), Step 5, $55,259, the first step for a teacher who has completed a State Approved Teacher Education Program (SATEP) and is license-eligible. Step 4, $53,649, is the entry rate for teachers who have not completed a SATEP. NEA average salary and average starting salary are FY 2024-25. Because there is only one district, the district list has a single entry rather than the 10 largest districts used for other states.
Match the school year, degree lane and credited experience. The published maximum is not a promise of starting placement. Confirm contract days, supplements and eligibility in each district’s official schedule.
